Understanding Data Governance Policies among Public and Private Stakeholders in Uganda
In the ever-evolving data-driven landscape, this report underscores the critical importance of effective data governance in maximizing data value, mitigating risks, and reducing management costs. Focused on the economic and labor sector in Uganda, the study aimed to explore stakeholders' understanding of data governance policies and practices. Employing a mixed-method approach, including surveys and key informant interviews across eight Ugandan cities, the findings reveal various aspects of data governance. Notably, challenges such as limited awareness, gaps in civic engagement, and obstacles to effective governance were identified. Recommendations include allocating more resources, appointing data protection officers, promoting collaboration, incorporating data governance in academic curricula, and addressing challenges through technical assistance and capacity-building programs. The report advocates for comprehensive measures to enhance data governance in Uganda's economic and labor sector.
