POLLICY desires to engage the services of competent audit firms in Uganda to represent it in all audit matters, including but not limited to the following specialised areas, for a period of one year, renewable yearly based on satisfactory performance.

The objective of the Audit: 

  1. The objective of the audit of POLLICY’s financial statements is to enable the auditors to express an independent professional opinion on the financial Statements of POLLICY whether they are free from any material misstatements and to ensure that the funds utilised to POLLICY’s activities have been used for their intended purposes.
  2. The books of accounts of POLLICY provide the basis for preparation of the POLLICY’s Financial Statements. Proper books of accounts as required by law have been maintained by POLLICY and also maintain adequate internal controls and supporting documentation for the transactions.
  3. The financial statements of projects that require separate audit reports are in all material respects in accordance with Pollicy’s policies and procedures and its funding partners’ applicable Financial Rules and Regulations, as well as the Agreement Terms and Conditions of the financing agreement.

Scope of the Audit

  1. The audit will be carried to ensure finances have been procured as per policies established in accordance with the International Auditing Standards and will include tests and verification procedures as the auditors deem necessary. 
  2. Verify that all funds were used in accordance with POLLICY’s and its funders’ established rules and regulations, and only for the purposes for which the funds were provided.
  3. Goods, works and service rules and procedures.
  4. Appropriate supporting documents, records and books of accounts relating to all activities have been kept. Clear linkages should exist between the books of accounts and the financial statements presented to.
  5. The financial statements have been prepared by POLLICY management in accordance with applicable accounting standards and give a true and fair view of the financial position of POLLICY and of its receipts and expenditures for the period ended on that date.
  6. Comprehensive assessment of the adequacy and effectiveness of the accounting and overall internal control system to monitor expenditures and other financial transactions.
  7. Express an opinion as to reasonableness of the financial statements in all material respects. Include in their reports opinion on compliance with procedures designed to provide reasonable assurance of detecting misstatements due to errors or fraud that are material in the financial statements.
  8. Conduct entry and exit meetings with the Executive Director of POLLICY.
  9. In addition to the audit report, the auditors will prepare a Management Letter on the following:
    1. Give comments and observations on the accounting records, procedures, systems and controls that were examined during the course of the audit. 
    2. Identify specific deficiencies and areas of weakness in systems and controls and make recommendations for improvement. 
    3. Report on the implementation status of recommendations pertaining to previous period audit reports. 
    4. Communicate matters that have come to their attention during the audit which might have a significant impact on the sustainability of the organisation. 
    5. Bring to the Executive Director’s attention any other matters that the auditors consider pertinent.

Audit Duration: 

The audit work shall be completed within required stipulated timelines (1 month) from the date of commencement of the audit for a period of one year, renewable yearly based on satisfactory performance.

Deliverables:

  1. The Auditors on completion of the audit work will submit an agreed upon number of original copies of the Audit Report appended to the Financial Statements along with the reports to the attention of the Executive Director.
  2. Management letter in accordance with the scope of work described here before. 

Qualification of the Audit Firm: 

Audit firms in Uganda that are qualified auditors (Certified Public Accountant/Authorised Public Accountant (CPA)) and/or have affiliation/membership with reputable international audit certification agencies are eligible to apply.

Due to the remote working nature of Pollicy, you must demonstrate sufficient knowledge of relevant laws, regulations, and rules in the country in question as well as other pan-African countries. This includes, but is not limited to, taxation, social security, and cross-border labour regulations, as well as accounting and reporting.

Requirements:

All interested audit firms must submit the following documentation:

  • Firm registration, legal certificates and affiliation.
  • A technical and financial offer, with the financial proposal in USD
  • Proven 5-year experience in non-profit auditing
  • 2021 Income Tax Clearance
  • List of key personnel and their experiences
  • 2022 Practising certificates

The audit firm should make certain that they submit a complete proposal that includes all of the requested supporting documents. It is critical to ensure that the curricula vitae of key personnel submitted are accurate. The consultants’ and key individuals’ curriculum vitaes should be signed and dated. Noncompliance with critical requirements will result in the proposal being rejected.

Audit Fees: 

The audit fees will be fixed through a competitive bidding process.
