By improving data processes, we can improve how services are delivered, how budgets are allocated, how citizens interact with governments, and how organizations advocate for social change.

Pollicy is leading the consortium for the Rapid Research for Agile Policymaking project, which is working with partners including Icebreakers Uganda, Freedom and Roam Uganda, and Tranz – Network Uganda, to build data collaborative exchange. The Information system is intended to be built using existing sources such as toll-free lines, existing databases, government data, and Demographic and Health Surveys (DHS), among others. The expected indications will include, but will not be limited to, health information initially, with the architecture extending to a wide variety of thematic areas and sectors. Basic data analysis and visualisation will be incorporated into the data that will be collected. LGBTI organisations in the consortium have taken the lead in mapping activities to identify appropriate data sources and stakeholders, information that will be provided to the developer.

We are seeking bids from competent Consultants/Firms to develop an information system to enable key population communities and activists in developing data-driven reports and advocacy campaigns. Monitoring the adoption of Data Collaborative Exchange will include, but is not limited to;-
– Number of users to the platform.
– Number of datasets downloaded.
– Include feedback form for usability.

In carrying out the assignment, the consultant must use a collaborative approach to ensure that inputs are obtained from various stakeholders at all stages of development. You will work directly with Pollicy’s in-house Data Scientist to build and publish a database, dashboard, or online platform for this project, thus prior expertise developing and deploying web apps, open data platforms, databases, or dashboards is required.

Tasks will include:
Participate in a co-creation session with key stakeholders to gather their requirements for platform functionality.
Develop a system with advanced user and content management, exhibiting a staggered set of privileges and access rights for different users;
Implement a monitoring mechanism for assessing the performance of the platform, including generation of performance reports;
Training – the Consultant shall provide training on the data and content management system to staff and selected staff and other stakeholder entities.
Provide Source Codes – The Consultant shall provide all source codes of this assignment.
Analyzing functional and systems requirements, developing the database architecture and design, as well as designing a user interface for accessing the database.
Information design to preview key database content to the general public in form of charts, maps, and other data visualisation tools.
Other duties as assigned.

Expected Outputs
Output 1: A database
Output 2: Completed documentation user guide
Output 3 : Mock-up dashboards covering reporting and business requirements

Who should apply?
We are looking for mid-career professionals interested in working on national projects tied to civic technology issues pertinent to sub-Saharan Africa specifically in Uganda.

You must have:
At least an undergraduate degree
Database design, user interface design skills.
Some experience building web pages/apps.
Front end skills
An open mind and desire to try out new things. We are open to creative ideas that produce better results.
Willingness to teach and share knowledge with others.
Competency in Microsoft and Google applications including Word, Excel, and Outlook or working with tools such as Slack.
Possess strong writing and communication skills
Attention to detail.
Ability to work independently and as part of a cross-functional team.
Flexibility; able to adapt and meet deadlines in a fast-paced and dynamic setting.
